Participatory Culture Foundation

I'm a recent member of the Film & TV team. I want to raise attention to both a video that is connected to this team, and to another video that I uploaded recently. How can I assign this new video to the team, and how can I create the tasks needed to get them subtitled? And if I can't do that myself (being a "contributor", whatever that means), how can I find the person I need to ask?

There is lots of information about task assignment in this support center, but I have found nothing about task creation.
